Il decreto legislativo 137 ha generato soltanto critiche. Al di là degli esponenti del governo nessuno tra le associazioni di genitori, di docenti o di studiosi dell’educazioni ne ha assunto la difesa. Anzi, anche alcuni soggetti che avevano accolto il ministro Maria Stella Gelmini con interesse, come la Associazione Italiana Maestri Cattolici hanno poi bocciato in modo radicale il decreto.
E il decreto because it seems absurd not to provide redundancy (or not hiring) or reduced spending, but because it does so without any regard for the places where resources are, situations where they are productive, or simply of any analysis of reality.
The same OECD reports on which it is based justification of the changes imposed on schools are probably not been read. The minister and his staff did not even realize that the criticism of the Italian education system were not directed at primary schools (or in any industrialized country that is primary education shall adopt rules for proposals).
Despite the criticism and mobilization of thousands of people, however, the decree will be approved. Probably not because you are convinced of its contents (the defense that they have been made by the prime minister himself has not only given a "real", but was simply based on a slogan, entirely ideological - not because it is rich in ideas, but because it is based on false consciousness with no connection to reality), but because it serves to show the country that you can decide.
And above all that the decisions are made in spite of everything and beyond everything. Then if this will cause damage, be patient. The reality does not count. Has only to show that the government will decide.
Meanwhile, to reinforce the image of force decision-makers, the police following public events for parents and teachers, not with uniformed police to ensure order, but with plain-clothes officers who monitor, identify, and perhaps, the dangerous troublemakers who disturb the new helmsman.
And this also contributes to strengthening the energy expenditure by means of mass communication in three main directions:
- spreading a feeling of general insecurity (so general that may be given the most obvious answers and less effective, as to put on the streets a bit 'of armed soldiers as if they were going to war);
- the intolerance to everything non è uniforme (non è un caso che nel corso degli ultimi mesi si siano moltiplicate le azioni violente nei confronti degli stranieri, degli omosessuali, degli anziani, dei disabili), che si esprime anche nelle iniziative istituzionali contro la libertà di culto;
- la semplificazione di tutto ciò che è complesso, secondo l’idea che “popolare” debba essere semplice.
L'opposizione al Decreto Gelmini acquista in questo contesto un significato diverso da quello di semplice difesa di un modello di organizzazione scolastica che funziona. Non si tratta di mantenere la scuola cos'ì com'è, ma di creare opportunità di partecipazione democratica e di mettere la politica a contatto con la realtà.
